<div dir="ltr"><div>The African Union has just awarded ISOC with the contract to implement a project to do just that. It is called the African Internet Exchange System (AXIS). I was involved in developing the proposal for the various interventions needed to make this happen. It was adopted by the African Union as part of their African Regional Action Plan for the Knowledge Economy (ARAPKE).<br>

If BRICs are serious, they can fund a branch to Brazil. I'm sure TEAMS provides a good case study for doubting Thomases, being perhaps the cheapest cable by capacity in Africa?</p>
