the 52nd Council meeting
held on 25th October in
Mauritius, Kenya was elected
as the new Chairperson of
the <a href="https://www.regonline.co.uk/manager/email/WWW.CTO.INT" target="_blank">Commonwealth
Telecommunications
Organisation</a> for
2012-13. Also elected were
Nigeria as the First Vice
Chairperson and Trinidad and
Tobago as the Second Vice
Chairperson. Telkom South
Africa and the
Telecommunications
Regulatory Board of Cameroon
were elected to the CTO�s
Executive Committee
representing the Industry
Partners and the Development
Partners of the CTO
respectively.<br>
�<br>
This meeting also marked an
important occasion when the
Council adopted the proposed
amendments to the CTO
Constitution and Rules of
Procedure. Based on the
outcomes of a wide ranging
consultation, the amendments
modify the governance
structure of the CTO to
facilitate the delivery of
its mandate. The new
Constitution and the Rules
of Procedure improve the
stakeholders� participation
in governance, takes into
account commercial
exigencies and provides for
greater degree of
transparency.<br>
�<br>
The Council meeting was
preceded by the 10th Annual
CTO Forum, which was opened
by H.E. Mr. Rajkeswur
Purryag, GCSK, GOSK,
President of the Republic of
Mauritius. The Forum brought
together policy makers,
regulators and industry
representatives from both
Commonwealth and
non-Commonwealth countries,
to explore how mobile
broadband can be utilized
more effectively,
efficiently and securely for
development.<br>
�<br>
In the margins of the Forum,
on 24th October, the joint
project by the International
Telecommunications Union and
the CTO to implement Child
Online Protection in six
African countries was
launched at a meeting
attended by senior policy
makers and regulatory heads,
led by Hon. Tassarajen
Pillay Chedumbrum, Minister
of Information and
Communication Technology of
Mauritius, where the
delegates finalized the
implementation plan. �<br>
�<br>
A workshop on �IPv6 for
Managers�, conducted by
AFRINIC together with the
ICT Authority on 24th
October, informed high level
decision makers of the
challenges and opportunities
of the migration from IPv4
to IPv6.<br>

The CTO Council meeting and
the Forum were hosted by the
Ministry of Information and
Communication Technologies
and the ICT Authority of
Mauritius, with generous
