the NCIC, IEBC, mobile telecoms industry and the Kenya Police, today
launched guidelines for prevention of transmission of undesirable bulk
political content via the communications networks. <o:p></o:p></p>

<p class=MsoNormal>The guidelines are meant to create order and a structure
framework for transmission of bulk political messages over the mobile telecoms
