I was in Accra and quite concerned to see the Kenya delegation quite vocal<br>
in its support for the ETNO proposals notwithstanding the potentially<br>
negative repercussions of implementing them in a region that can least<br>
afford to be cut off of from content or to pay for content. I would<br>
expect given how much our government touts Kenya as a "tech hub" they would<br>
take a leadership role in ensuring that we support proposals that are not<br>
harmful to our countries / regions. Perhaps the CCK / PS Ndemo reps on<br>
the list can articulate more the basis for our positions in Accra.<br>
It was interesting to see countries like Uganda, Botswana and Zimbabwe<br>
argue in support of more progressive positions, while we tended to be on<br>
the side of governments with a clear interest in regulating / controlling<br>
the Internet.<br>

By the way, post-Accra, Africa is the only region to have fully endorsed<br>
the ETNO proposals - another issue of concern...do our governments<br>
understand what they are endorsing? Why are we supporting proposals other<br>
regions have deemed fit to ignore?<br>
