National governments are preparing to modify the <a
moz-do-not-send="true" rel="nofollow" target="_blank"
href="http://www.internetsociety.org/itr">International
Telecommunications Regulations </a>(ITRs) at the <a
moz-do-not-send="true" rel="nofollow" target="_blank"
href="http://www.itu.int/en/wcit-12/Pages/overview.aspx">World
Conference on International Telecommunications</a> (WCIT) to
be held in Dubai, December 2012. The ITRs are part of a treaty
framework that establishes general principles to guide the
governance and operation of international telecommunication. The
ITR treaty was adopted in 1988 and since then, no updates have
been made until now. However, it’s emerging that some member
states believe that the treaty should be expounded to include
internet regulation. There have been proposals related to IP
addressing, cyber security (giving states more control over
access over content and access to networks), spam,
interconnection, Quality of Service (QoS), etc . Therefore,
decisions made at this conference could redefine the
international regulatory environment for the internet and
telecoms in the 21st century.<br>

While presenting at the recently concluded <a
moz-do-not-send="true" rel="nofollow" target="_blank"
href="http://isoc.ug/uganda-holds-national-igf-2012/">Uganda
IGF, 2012</a> , The Uganda Communications Commission (UCC) <a
moz-do-not-send="true" rel="nofollow" target="_blank"
href="http://internetsociety.ug/igf2012/Uganda_position_on_the_ITR_Presentation.pdf">presented
a draft document</a> detailing their possible position on the
proposed ITRs. The commission further seeks comments on the
document to have a firm national position to be submitted at the
WICT. <br>

Kindly refer to the attached documents for your put:<br>

1. Anticipated draft ITR containing a compilation of proposals
and options <br>
2. Consultation matrix containing final options & proposals
to be adopted by Uganda. The Matrix also shows Africa's
positions following the African Regional meeting that was held
in Durban in May 2012.<br>
