In my view Ben Akoh raised some very serious issues that require discussion and possibly policy intervention. Such interventions do not just happen unless the issues are elevated to a level where politicians incorporate them into their DNA. <o:p></o:p></p><p class=MsoPlainText><o:p> </o:p></p><p class=MsoPlainText>We need to disagree on various issues but we need to rally behind issues of common understanding. The book suggests that these pillars should be<o:p></o:p></p><p class=MsoPlainText>> explored with a fundamental principle in mind: "Development that <o:p></o:p></p><p class=MsoPlainText>> meets<o:p></o:p></p><p class=MsoPlainText>> the needs of the present without compromising the ability of future<o:p></o:p></p><p class=MsoPlainText>> generations to meet their own needs." This book presents important<o:p></o:p></p><p class=MsoPlainText>> lessons that can help us adequately and efficiently conceptualize<o:p></o:p></p><p class=MsoPlainText>> present and future visions for ICTs and the Internet, and policies <o:p></o:p></p><p class=MsoPlainText>> that<o:p></o:p></p><p class=MsoPlainText>> concern them. It may be useful as we think about the future of the<o:p></o:p></p><p class=MsoPlainText>> internet in Kenya.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> Firstly, I would like to suggest, if it pleases everyone on the list,<o:p></o:p></p><p class=MsoPlainText>> and our moderator, Grace, to perhaps examine this future thinking<o:p></o:p></p><p class=MsoPlainText>> process using these pillars of sustainable development - Economic,<o:p></o:p></p><p class=MsoPlainText>> Social and Environmental. This can be done through asking listers, if<o:p></o:p></p><p class=MsoPlainText>> they had to conceptualize a vision to meet our present needs in such <o:p></o:p></p><p class=MsoPlainText>> a<o:p></o:p></p><p class=MsoPlainText>> way that they do not compromise future needs (for our children) what<o:p></o:p></p><p class=MsoPlainText>> would be the a) economic, b) social, and c) environmental impacts?<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> Secondly, the book provides a framework for examining future impacts <o:p></o:p></p><p class=MsoPlainText>> of<o:p></o:p></p><p class=MsoPlainText>> ICTs/Internet through what it calls the "systemic effects", and there<o:p></o:p></p><p class=MsoPlainText>> are three of them.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> The first order (direct) effects are direct and immediate effects of<o:p></o:p></p><p class=MsoPlainText>> ICTs/Internet on our society, for instance, the direct effect of the<o:p></o:p></p><p class=MsoPlainText>> Internet on Kenya is the increasing numbers of online business that<o:p></o:p></p><p class=MsoPlainText>> generate more revenue for the country.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> The second order (indirect) effects concern the applications of<o:p></o:p></p><p class=MsoPlainText>> ICTs/Internet to increase efficiencies in other industries. For<o:p></o:p></p><p class=MsoPlainText>> instance, the Internet can be used to improve the deployment of <o:p></o:p></p><p class=MsoPlainText>> health<o:p></o:p></p><p class=MsoPlainText>> services or education, etc.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> The third order (societal) effect concerns the impacts on <o:p></o:p></p><p class=MsoPlainText>> ICTs/Internet<o:p></o:p></p><p class=MsoPlainText>> on changing social and behavioral structures. For instance, the use <o:p></o:p></p><p class=MsoPlainText>> of<o:p></o:p></p><p class=MsoPlainText>> the internet to reduce cost and change behaviors through, for example<o:p></o:p></p><p class=MsoPlainText>> telecommuting, or online shopping.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> Juxtaposing these systemic effects with the pillars of sustainable<o:p></o:p></p><p class=MsoPlainText>> development can help us to better define specific approaches and also<o:p></o:p></p><p class=MsoPlainText>> how to best conceptualize the future of ICTs/Internet in Kenya in a <o:p></o:p></p><p class=MsoPlainText>> way<o:p></o:p></p><p class=MsoPlainText>> that Kictanet would like to see, and that encompases those whom the<o:p></o:p></p><p class=MsoPlainText>> policies will impact but who may not be opportuned to participate.<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> Using this framework, we would refine our question above by asking:<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> What first order, second order and third order effects can <o:p></o:p></p><p class=MsoPlainText>> ICTs/Internet<o:p></o:p></p><p class=MsoPlainText>> have now and in the future for:<o:p></o:p></p><p class=MsoPlainText>><o:p> </o:p></p><p class=MsoPlainText>> a. The day that every member of <o:p></o:p></p><p class=MsoPlainText>>> this<o:p></o:p></p><p class=MsoPlainText>>> group thinks that the list<o:p></o:p></p><p class=MsoPlainText>>> has arrived (group think), is the day it <o:p></o:p></p><p class=MsoPlainText>>> begins<o:p></o:p></p><p class=MsoPlainText>>> to slowly die a death.<o:p></o:p></p><p class=MsoPlainText>>> Thus, a constant review, as someone <o:p></o:p></p><p class=MsoPlainText>>> mentioned,<o:p></o:p></p><p class=MsoPlainText>>> against Kictanet's initial<o:p></o:p></p><p class=MsoPlainText>>> objectives is a good starting point; <o:p></o:p></p><p class=MsoPlainText>>> documenting<o:p></o:p></p><p class=MsoPlainText>>> its progress over the<o:p></o:p></p><p class=MsoPlainText>>> years through careful research (as another<o:p></o:p></p><p class=MsoPlainText>>> person mentioned) is also<o:p></o:p></p><p class=MsoPlainText>>> important.
