Internet rates with greater speeds, many more innovations (because we have what

moved to a different stage in the development of the ICT sector. In the past
we came together because there were major issues we needed to deal with. The
face 2 face was even important to ensure we framed the issues well for the

</li><li>We are leading in innovations in mobile money globally (mpesa)

</li><li>We still have some legacy issues (Telkom and Posta) - But we know there

an obvious national cross cutting issue to rally everyone around. Konza is a
great but most people I have talked to are not clear how to engage (yet they
do not want to be left out).</div></div>

<div>May I propose an action for this list. Paint a picture of Kenya's ICT
sector in 2020. By this I mean, what do we all think Kenya's ICT sector
will/can look like in next 10 years.</div>

not Kenyan, I have visited the country several times, I
will<br>be visiting it in the next month, I love it, its people,

one of the earlier public forums that helped to
shape<br>Kictanet and that fed into the numerous fiber
initiatives to which you and<br>most of us now enjoy: directly
when we visit the country, and indirectly<br>when we interact
with good people like yourselves who continue to pave the<br>way
for how public consultation can shape future growth and
development.<br><br>My comments are along three lines:<br><br>1.
The benefits of lurkers: Being a lurker is not necessary a bad
thing.<br>Some of us continue to benefit from this list and
learn good practices<br>that inform public policy in many other
areas. For instance, the Kictanet<br>model is replicated across
several national discussion lists in West<br>Africa and have
been suggested as a useful model for public consultation<br>on
policy issues. Lurkers benefit through propagate the good
dialogues<br>that emanate from this group in other forums beyond
yours. See this as<br>Kenya's export to the knowledge and
information economy.<br><br>2. Questioning is good: Seeking ways
through which this forum would become<br>more relevant is also
not necessarily a bad thing. Questioning leads
to<br>improvement. The day that every member of this group
thinks that the list<br>has arrived (group think), is the day it
begins to slowly die a death.<br>Thus, a constant review, as
someone mentioned, against Kictanet's initial<br>objectives is a
good starting point; documenting its progress over the<br>years
through careful research (as another person mentioned) is
also<br>important. But significant consideration should be given
to the medium of<br>delivery and how this is relevant to
the context of the times. "The medium<br>is the message"
(Marshall McLuhan). The medium should thus respond to
the<br>demands of the time. Considerations should be given to
those for whom<br>policy is deliberated but who do not have
access to deliberate in its<br>present form.<br><br>3. Kicktanet
is one of several model that works: I am currently
finalizing<br>a toolkit (ebook and wiki) of several models that
have worked for<br>generating evidence and for seeking consent
of those whom policy will<br>affect using case studies of good
practice models implemented across the<br>world. Kictanet
and this discussion list is featured prominently as one
of<br>them. I hope to share the outcome of this research once it
has been<br>published.<br><br>In sum, all these go to say
that:<br><br>1. The list is useful to both lurkers and active
members.<br>2. Its influence transcends Kenya and contributes to
shaping policy and<br>policy consultation beyond its
borders.<br>3. The medium should respond to the dynamic context
of communication<br>technologies, and cater to the local context
as well as the growing needs<br>of its audience - present and
