would rather write directly to you during a debate, as you say below,
rather than voice their opinion openly. I am thinking Kenyans are still
very shy and scared of being seen to "step on another's toes"- just in case
their comment may be going against someone's opinion. Many would rather
hide and comment quietly to the person next to them or the person they are
close to.</FONT></DIV>

many things that remain unchanged in the country that could be changed
if people came out and voiced their opinions.</FONT> But the few who
write must never feel discouraged as their voices are still being heard and

not so much from the sisters :)). Maybe there is something that can be done
to allow for more participation? I have for example received
comments off-list when I have moderated debates, and my question
to those listers is that it would be nice for them to raise the very good
comments here on this forum. Again, the aim is to strengthen the forum and
have it continue to remain relevant.

national discussion lists in West<BR>Africa and have been
suggested as a useful model for public consultation<BR>on policy

yours. See this as<BR>Kenya's export to the knowledge and
information economy.<BR><BR>2. Questioning is good: Seeking ways
through which this forum would become<BR>more relevant is also not
necessarily a bad thing. Questioning leads to<BR>improvement. The
day that every member of this group thinks that the list<BR>has
arrived (group think), is the day it begins to slowly die a
death.<BR>Thus, a constant review, as someone mentioned, against
Kictanet's initial<BR>objectives is a good starting point;
documenting its progress over the<BR>years through careful
research (as another person mentioned) is also<BR>important. But
significant consideration should be given to the medium
of<BR>delivery and how this is relevant to the context of the
times. "The medium<BR>is the message" (Marshall McLuhan). The
medium should thus respond to the<BR>demands of the time.
Considerations should be given to those for whom<BR>policy is
deliberated but who do not have access to deliberate in
its<BR>present form.<BR><BR>3. Kicktanet is one of several model
that works: I am currently finalizing<BR>a toolkit (ebook and
wiki) of several models that have worked for<BR>generating
evidence and for seeking consent of those whom policy
will<BR>affect using case studies of good practice models
implemented across the<BR>world. Kictanet and this
discussion list is featured prominently as one of<BR>them. I hope
to share the outcome of this research once it has
been<BR>published.<BR><BR>In sum, all these go to say
that:<BR><BR>1. The list is useful to both lurkers and active
members.<BR>2. Its influence transcends Kenya and contributes to
