One would have thought that they do not explicitly exclude foreign bidders but eventually somehow twist the result to favor US entities. But this shows some kind of boldness and two fingers to all those who thought the world and the Internet was free and fare from state control.<br>

Would like to see the moral ground taken when trying to lecture to third world leaders on the Internet. The notion of lead by example definitely is dead.<br>
