national and the regional forums aim at creating awareness,</font></font></font><span class="Apple-style-span" style="font-family: Helvetica, sans-serif; ">instituting
a consensus building process to develop a common understanding </span><span class="Apple-style-span" style="font-family: Helvetica, sans-serif; ">of
local IG issues as well as building capacity to enable</span></p><p align="LEFT" style="margin-bottom: 0in"><font color="#000000"><font face="Helvetica, sans-serif"><font size="3">meaningful
participation in global Internet policy, governance and </font></font></font><span class="Apple-style-span" style="font-family: Helvetica, sans-serif; ">development
