While a fairly internet savvy and informed individual as myself and you are able to read and understand the law and what rights accrue to us, majority of Kenyans do not. Our Police (and to a great extent because of the horrid conditions under which they serve) have taken advantage of this to extort Kenyans. The Mututho law in principle is meant to protect us, but how it is being enforced is what I question.
