technocrats are in place, competent consultancies or tech firms
do get government contracts (projects) without having to bribe.<br><br>Do not know how but such technocrats need to be recognized and rewarded by the Government. <br><br>Also do not think our government would discriminate against open source solutions with strong corporate backing such as Red Hat.<br>
