Other government ministry websites are generally disappointing for policy docs, regulatory info. The change here I think will come from the proposed Information bill (that I think is also in the proposed Const). The Act should jolt reluctant govt actors into the information age.</DIV>

<DIV>On use of cyber cafes. The computer is a luxury item and internet access still poor and expensive for most. Even for those with access, popping into a cyber cafe at a shopping mall is common - while waiting for friends and family to shop etc and also to read from a big screen.<BR></DIV>
