i do not think the authorities can equal the market incentives and so you will
always find that Mandatory requirements will be more effective than “lets
be good neighbours and love thy competitor and the environment policies”.
It’s all about the cash and market share. So why give a competitor access
to strategically located infrastucture so he can access your clients. I
think this is a challenge especially for incumbents who painfully opened up
markets in what was then virgin territory.<o:p></o:p></span></p>
