<div>Local content is an issue that will need to be nurtured to ensure that kenya does not become a hub for some activites. While govt agencies may have or lack the proper methods to enforce/prosecute content sites/owners, all the ICT sector players would need to work together to apply " Terms of Service Use and Abuse " policies. Freedom of expression will be the key subject but to what level do the sites become unacceptable.</div>

<div>- Will kenyan networks become a hub for terror organizations? Some of these organizations/groups hosting blog sites/forums have been successfully routed out of networks in the US. This forced some of the groups to host with providers in the ME. What the govt agencies could not do, private individuals and citizens with the knowledge in the ICT Industry did engage and forced the service providers to shutdown these sites.</div>

<div>- A recent example of abuse of terms of service was shutdown by WordPress is a blog site known as API run by a kenyan . Though the information is un-verified, it seems this site is well known and did generate plenty of traffic in the run up to the US elections.</div>

<div>Some strategies used by some content owners to generate traffic to their sites is summarized as below :</div>

<div>- Political issues in their own opinions</div>
<div>- Hate issues</div>
<div>- Tribal issues</div>
<div>- Clanism issues</div>
<div>- Hate communications</div>
<div>- Extremist issues</div>
<div>- Slander and cheap insults to whomever they consider an enemy of their view point</div>

<div>The most basic strategy used by individuals worldwide is simple : Create a blog/content site with the usual outllook. Once the individual or site has reached a number of viewers using ideologies, then open up the " real " issues to the audience. Some of the points are listed above.</div>

<div>There are also plenty of other sites that developed excellent content and fully deserve the traffic to their sites. </div>
