the first payment:-)<br>This fee was payable to KBC (maybe it was channeled to the govt, dunno). With the advent of<br>liberalization of the airwaves, I think the fee/permit was overtaken by events but I don't ever remember<br>
if the relevant section of the law was repealed, so the law might still be in force and probably folks<br>from KBC are enforcing it. If not them, then someone from the MCSK of Kenya can enlighten you<br>on this as it may be falling within their domain. <br>
