the government plans to establish a Universal Service Fund defined in ICT
Policy 2006 and draft KIC 2006 bill. The government has also recently created

operators and DCNOs continue to build national telecommunications and Internet infrastructures.
There are therefore many vehicles that could be used to create a national broadband

penetration if it follows mobile coverage. But there are only about 200,000
