Decidim seems to be used to increase citizen participation. In France, 
it is used for petitions to the National Assembly:

Maybe this would be useful here as well, as a complement to "meet the 
people tours".

In Barcelona, it is used for participatory budgeting.  Maybe this is 
something that local city councils could use.

Would listers be willing to try out such platforms?  As an example, one 
could cost effectively collect information on what features should be in 
eCitizen.

These can be locally hosted and allow growing the community of high 
integrity IT professionals with data control expertise.
