[kictanet] Hustler Fund and the data protection implications

Queries about the hustlers fund;
1. Who provides the fund for loans?
 2. Whose money do the banks give? 
3. Who keeps the savings deducted from your loans; say ksh 50 from 1K? 
4. What does the govt do with all the savings from your loans?  Say 100b per year?  
5. Who is to be held accountable for the savings from your loans? 
Any laws regulating the use of the savings ?
