[kictanet] Congratultions to Dr. Bitange Ndemo - an avid KICTANeter

Congratulations to Dr. Ndemo

I highly applaud this appointment and Daktari's destination in particular,
Brussels.

While I recognise the posting is to the Kindom of Belgium and Luxembourg,
Brussels is also the "seat" of the EU.

At at a time when very crucial Tech & Digital Rights legislations are being
negotiated there, Daktari is the right person to be in Brussels to gather
policy and regulatory insights that we will need to import here. I have in
mind the Digital Services Act, the Digital Markets Act, the AI Act, the
transatlantic Trade and Technology Council negotiations particularly on
international data transfers, semiconductor technologies and so on.

All these are policies we will have to implement here sooner rather than
late. We need such an ICT evangelist there.

Congratulations once again.
