The document is interesting. Questions that came to me on an initial 
reading:
a) It is nice that there will be regional offices. Will it be possible 
to do much of the work online thereby reducing the number of people 
required and allowing them to work in a variety of places? If so, do the 
regional offices need to be in locations with high rental costs or can 
they be in easy to reach places but with lower rental costs?
b) What skills will all these people being hired/reallocated from other 
government offices need to have?
c) How much of the work can be automated to reduce the budget?
d) How will the regulations impact regional trade? Could such 
regulations be developed and harmonized within the East African region?
e) How do the regulations compare with China (PIPL), Nigeria and 
California? Both in terms of content and also costs of operation, 
regulation and compliance.
f) It may be good to identify different stakeholder groups and get 
feedback from them directly (likely can mostly be done online). Such 
groups include financial institutions, educational institutions and the 
IT sector. The informal sector is also important see for example
