[kictanet] Use of the TV Whitespace

Being on the Community Networks forum, non of them in Kenya is using TVWs.
Unfortunately AS USUAL Kenya starts something and it dies off!
Our neighbours, Tanzania through Dodoma University and Kondoa Community
Network are making headway in usage of TVWs.
CA reps on the list should probably inform us on what measures are being
put in place to address TVWs.
