[kictanet] Update: Opportunity at IEBC

The IEBC has always been a good friend of KICTANet and they are giving us
an opportunity to be Long-Term Election Observers and Voter Education
Providers to observe and provide voter education for the various electoral
activities expected to take place between February and December 2021.

Sunday 14th February 2021 besides the Valentine’s Day, spare time to apply.
