This article describes well what happened in 1988 at the ITU conference
that agreed the ITRs, which enabled the growth of the Internet, and how
that treaty was supposed to help address the security issues highlighted by
the Morris Worm:

As the article correctly points out, the treaty, which is still in force,
failed to have the desired effect regarding security because the US decided
to ignore it.
