Public info/data is privatized and made inaccessible (to the State and the
public) via the use of private e-mail addresses. If the email domain used
is private (gmail, outlook, yahoo, co.ke, etc), it does not belong to the
Government of Kenya. It is also unlikely to have been (legally) procured
via http://ppra.go.ke/ processes. This includes domain management (a
technical issue which Walu can explain in simple terms :)
