Regulation follows innovation..its always been.

The issue with Libra is simply timing. FB has been on the naughty step for
sometime, this will change in time.

I agree with @mauxdatabase Libra will indeed be rolled out (albeit a
different format) which I do not know of, how CCB act/react will be the
cue. The Swiss are already far down the road on this.
