[kictanet] Tech Solutions for Covid-19

Sometimes one looks at Kenya and shakes his/her head and just leaves
because our systems are crafted to fail by design.
When governments worldwide are putting in place emergency measures which
only require legislative endorsement/backing, whereas such legislative
backing should already be part of our statutes and should only require the
legislature to kick them into gear (we do have examples - like allowing the
president to call in the military to help the civil police in certain
situations) here we have a National Assembly which wakes up and appears to
commission a study on what to do during an emergency.
The same legislators have trodded the world doing benchmarking, thereby
wasting millions when their only interest during such trips are their
allowances.
Having benchmarked all their time, can't they just raise their necks a
little and see what other African countries like Botswana, Rwanda and South
Africa are doing?

The most interesting bit is that when Kenyans were shouting themselves
hoarse that border should be closed and flights stopped, no one listened -
until COVID-19 landed here.
Aren't we looking like fools trying to legislate during an EMERGENCY - a
medical PANDEMIC?

If we never had any such legislation, it is time to copy/paste from the
neighbors.
