Is there a 2020/21 ICT policy in the works?
The 2016 policy, seems to focus on transparency in consumer protection &
electronic commerce, not on e-governance. Only one mention, connected to
the Communications Authority.
Possibly, the 2016 policy was drafted before the Access to Information Act
of 2016.

If there is a 2020/21 policy update (upgrade) it should focus more on
transparency in governance, aligned to Executive Order 1 of 2018.

American tech giants now specifically require compliance with both US &
local anti-corruption laws. They are discontinuing partners (3rd parties)
who have bribed (or have been bribing), public officials. Even if cases do
not end up in court, MNO's do receive genuine complaints (with proof) from
their more straight forward partners. Evidence could be in the form of
inflated contract prices (highest + not very competent bidder winning).
The supply chain favoured by public officials dries up resulting in more
incomplete projects (wasted funds).
