Drones require a licence from KCAA.
When you apply, depending on size, type rating, operating you may require
letters of no objection from other government departments depending n the
infrastructure network you intend to roll out. Past a certain range of
flight, you will need a channel frequency allocation and licence which
would be CAK.
For your random average drone your first hurdle is KRA at importation stage.
