A must read article on the need to have balanced competitiveness indicators.
When a country scores highly on "Ease of doing business" rankings it does not necessarily mean that other critical factors for a thriving economy are in place. 
Balanced metrics can inform better policies and incentives. Example of additional metrics:
Competitiveness: What products or services does our country offer to global markets with a strong value proposition? Lots of potential for ICT here.
Predictability: Financial system e.g. banking & credit / Political / Regulatory / Dispute resolution... 
Income distribution: at what rate is the median purchasing power increasing?
