[kictanet] 15% Excise Duty on Telephone and Internet Data Services

Extremely worrying considering that basic government services such as
drivers licences, land transfers, parking, licence fees etc MUST be done
online. There is nothing luxurious about communication services to warrant
such high excise duty.
I am waiting to hear from service providers and independent regulators on
the effects of these taxes on pre Big 4 goals such as universal access....
