[kictanet] The KeNIC we want

Going by the concerns that DRAKE shared it is apparent that the
organizational and board structure of KENIC needs to be urgently reviewed.
Perhaps other stakeholders need to be brought on board as well including
online publishers,  developers and possibly users as well.
