Maybe a lawyer can advice. I know there's a procedure for releasing "most
wanted" appeals. DCI began by posting picture of say "notorious laptop
thief" who had been arrested with several gadgets and calling on members of
public who had lost their devices to go and collect them. I suspect this
was a ploy to get witnesses after arresting people with stolen goods but
there being no complainant. When no one raised an issue on that which was
itself unlawful they escalated to what we're witnessing now.
