Hi Wainaina, those are common proposals to the World Telecommunications Standardization Assembly In 2016. The ITU PP-18 African Common Proposals  can be found at the link: https://www.itu.int/md/S18-PP-C-0055/en.

Ali, the allegation was that we have proposals on internet regulation. If Barrack could point out which resolution proposes internet regulation it would be helpful.
