my understanding is following the 2016 ICT Access Gaps study which laid out a clear plan to spend USF, this plan has subsequently been implemented, though with a slight delay. 70 sites or so have got network connection for the first time recently and almost 1,000 schools given broadband.

It's decent progress, though still more to do (which might not get done anymore if the plan is just being thrown out the window now).

Good questions Washington. We have not only lost independence of CA, but of every other institution we bragged as independent.

Jaindi Kisero's prophecy has come.

A country goes down the slippery slope if there are enough collaborators to subvert the law from orders of the Emperor. It rubbish the purpose of board oversight as Ali is always preaching. From what we have gathered so far from exposé and the leaked memos at CA, Wangusi is one man who rejected illegal orders.

We fought so hard to have a functional USF kitty, and a USF board too which was to decide how the marginalised in Lamu and Lokichar would have comparable communication experience to those in Nairobi. But that is now water down the drain. I'm calling for the disbandment of the USF board for failing the Kenyan people. Watu bure kabisa.

CA through USF is NOT collecting funds from Telcos to to fund  policing. I want to posit here that USF funds do not belong to the central government. They belong to mwananchi who wants comparable communication as that experienced in major cities marginalised

Poor governance is infectious. We are the average of the friends we keep. So depending on the region a country is in, gains can be eroded by the neighbours. It started with Burundi, and rolled all over the region (Ukiona mwenzako akinyolewa...) . Conversely, positive gains are also seen in the Region where democracy is starting to flourish, an example being ECOWAS region... Remember Gambia. Senegal and Nigeria and Ghana have really shown the world what true democracy looks like.

With Wangusi OUT (blocked from resuming office despite a court order) and the Fatcats now in control, I can see the whole of the USF account being depleted in no time, and without any part of it going for infrastructure improvement or anything that it was intended for.
I remember a recent media article where the Ministry of ICT had requested CA to fund the presidential inauguration to the tune of KES 25m when there was actually a budget for the inauguration, which the article cited as some of the possible reasons Wangusi is being hounded out of office, because he declined the request despite CA sitting on billions in USF!

Now that such a directive is out, and will possibly be executed with haste, my question is:

1. Does the law allow the president to give directives to CA??
2. Does the law allow the president (or the Minister) to give directives on where.how the USF should be used?
3. Whom does the law give the mandate to decide on the USF??

For starters, the independence of the CA is OVER!!!
