Lilian,

This is a basic "Access to Information" legality.  CoG should be executing
it, not discussing it.

Quarterly, can KICTA/MoICT publish performance reports (score cards) on
basic compliance levels?

Failing to budget for and equip (fund) deployment/maintenance of
transparency/technology is negligence.

Opaque public officials have more to hide from the public than those who
are out to serve (educate) the public.
