[kictanet] County ICT budgets

Hi
Does anyone know where the County budgets can be found? My understanding is there is not one place, and each county is supposed to put on their own website, but that most do not... https://www.internationalbudget.org/budget-work-by-country/ibps-work-in-countries/kenya/understanding-county-budgets/tracking-county-budget-information-kenya/ shows that for last year's budget almost none did.
