Makers and Regulators on the list.

The link takes you to a spreadsheet where the global community involved in
policy is trying to crowdsource information on various issues pertaining to
ICT Regulation.

Questions being asked include:-

1.  Is there net neutrality regulation?
2. Has any national regulator issued any regulation regarding zero rating?
3. Name of the operators implementing zero rating offerings
4. Are the operators zero-rating specific services (e.g. only WhatsApp) or
classes of services (e.g. all instant messaging apps)?

FYI, here is a very early draft (prepared by my colleagues at CTS/FGV) to

Please note that this is a very early DRAFT. All inputs on how to enhance
it are welcome

You are also kindly encouraged to add further info on existing ZR plans

Last but not least, the DCNN session at the IGF will be dedicated to
debating NN implementations, with a particular focus on zero rating.
According to the draft IGF schedule, the DCNN session should be on 19
December from 12:20 to 13:30   https://www.intgovforum.org/

Please let me know if you wish to participate to the session as speakers.
Given the limited time-slot, there will be maximum 7 speakers and
preference will be given to the contributors of the Zero Rating Map.
