In terms of procurement law if you choose the expression of interest way you have to go the entire process. If they did as you suggested a losing bidder could easily appeal at ppoa or at the judiciary.

@Joel,

Am not defending KPMG but I know folks there who are very qualified and competent to do this audit thing for IEBC.

For me the problem lies in the process IEBC may have used in procuring the audit services. They send out an Expression of Interest (EoI) and then selected the winner based on perhaps what the various auditors proposed (IEBC can correct this, since I stand to be corrected)

Such a process - beauty contest - is always faced with the risk that the client (IEBC) may end up with what looks 'sexy' rather than what really needs to be done.

Perhaps IEBC should have used the Expression of Interest gathered to provide some baseline specs and then factor in the details of what needs to be done in terms of not just auditing the register, but also the processes around it. The improved specification should then have gone out on national and international tender.

Focusing purely on auditing the voter register records misses the point since a register can be cleaned today, and soiled tomorrow because the processes, systems and procedures revolving around it may not be strong enough to preserve the necessary integrity.

I also feel KPMG is largely compromised and lacks the moral authority to audit the IEBC registry.

numbers, do we have competent people managing this important
