The equipment were budgeted for and were therefore not drawn from the USF kitty.
Plans are underway to facilitate deployment of services in unserved and underserved areas using the USF.

Putting Mbwa Kali (fierce dog) on the gate does not mean there is any dog. But you wouldn't take the risk.
On the other hand, a careless tweet or post could light up damaging fires. I am all for CA to put deterrence measures against incitement and fake news.
And yes, 2017 is not 2013.

I'm curious
Was this Kshs. 2 billion budgeted for? Or did the CA pull a Houdini from the USF fund?
You know guys this is just simply ridiculous. We have swaths of Kenya that have zero connectivity but no..the CA would rather spend Kshs 2 billion to snoop on less than 20% of Kenyans on social media? Or is this equipment also going to snoop on our WhatsApp messages too?
Yaani guys haven't read the Constitution wakaitafakari? The Chickens will come home to roost one day..
