Thanks for sharing. I'm truly hoping that Bwana Wangusi has been misquoted. I copy a part of this story below:-

CA, however, stated that surveillance systems have been acquired to prevent a repeat of the 2007/2008 post-election violence and measures like an internet shut-down will only be deployed in a "worst-case scenario".

The Communications Authority according to our constitution is supposed to be an Independent Authority. Unfortunately seems to me that this has stopped being the case the closer we come to elections.

Can someone from CA be kind enough to let the community know what 'Worst Case Scenario' means and to inform Kenyans (who they are supposed to serve) the step by step procedures that would trigger a Shut Down. 

It would also be appropriate to let us know who was behind the Shut Down around Parliament during the debate to change the Electoral Laws. Was that a worst case scenario situation?
