Additional IFMIS is good at catching thieves since the money trail is
clearly visible, however for guys determined to be corrupt, it is no good.
For serious fraud investigation leading to prosecution it is an excellent
tool.

See what a world bank insider wrote on it some time back to compliment what
we all know.
