Mobile phones (with specialised encrypted software) is indeed what is used in the election Results Transmission Systems (RTS). So to that extent, Mutemi is not too far-fetched.
HOWEVER, where  @Mutemi begins to be far-fetched is when he imagines any political party worth its salt would hack and doctor the content what is being transmitted as election results. Doctoring that wont help since the results sms that is send is a reflection of what is on the hard-copy tally sheets (Form 35/36).
Such a hack is not sustainable and therefore not worth investing in since the hard-copy figures will easily expose the hack.
walu.NB: there are better,  easier and fruitful hacks one can invest in, like ensuring the RTS does not work in the first place :-)

The closest connection I can see to the issue of counterfeit devices is the Type Approval Regulations, 2010.
If this is the basis, how can subsidiary legislation be used to limit a right like privacy?
