Not to mention that COFEK also claim they weren't consulted. 
Public trust of both govt and Telcos here is compromised. And it's up to CA especially to clear the air by proactive communication, not just chiming in when public fears have been stoked.

It can't be emphasised enough, it's an election year. Fears -unfounded or not- are easily stoked. 

Additionally, as someone mentioned, CA needs to explain further the "surveillance" equipment it is supposedly deploying. What will be monitored etc. I refer to https://twitter.com/ninanjira/status/819809470544953344
