Thanks for the clarifications. It's not lost on me that the devices
described could be used to shut down phones at the whim of the CA.

So who decides what the whitelist mentioned has? And just how quickly can
that list be updated? Where exactly are these devices installed?

I worry about these devices being used to turn off mobile services in parts
of the country...
