[kictanet] Talk-2-Safaricom, Day 5 of 6 (Friday): Technology & Elections

@Walu,  as far as I can tell there is no direct law under which the
Internet can be switched off. But there could be other views on the matter.
My question to Safaricom is what they would do in the event that they were
directed to shut down the Internet in part or in whole. Would they honour
such a request?
