[kictanet] IEBC Website - Polling stations with no GSM Coverage

I think it's deliberately shutdown to deny citizens some information. The
website is hosted on Amazon (based on the DNS information) and I think the
reason for this is for the resilience of Amazon hosting.

If anyone did not already download what they wanted from WWW.iebc.or.ke,
the owners have decided to prevent that by deliberately shutting down the
Amazon instance!
