[kictanet] Safaricom may face sanctions over network outage

Thanks Rosemary.
I am actually conflicted on this. On one hand, Safaricom has done a fairly
good job of lobbying and doing everything one can do to be competitive, on
the other hand, there are worrying concerns, especially with how they have
taken over insfrastructure projects that have significant impact on
security of this country.

I'd say CA and Competition authority need to actually be doing their work
to ensure that in the current state, abuse is avoided before resorting to
pulling the trigger. (there has to be a process before one is declared
dominant, yes? )
