[kictanet] Some early questions for the State House ICT Summit

Some high premium projects that are never mentioned are
1. Kenya Transparency & Communications Infrastructure Project
2. National Public Key Infrastructure (NPKI)

A progress report on them would be great.Some considerable amount of my
money as a taxpayer were sunk into the projects.
