Kivuva +1,

I think ICT in itself is a very disruptive phenomenon and also an
environment that rapidly goes through incredible changes within a short
period. I also think most people then can be regarded as ICT practitioners
by virtue of daily use of computers, smart devices etc. As much as people
go to school to learn it as a profession, most have earned skills through
daily use of the technology and may not necessarily have a certificate to
show.

Therefore this bill therefore may not be well advised.
